Can't find a movie (Kind of like Resident Evil)?

I don't remember much but it has this woman who can take out her
eyeball and use it to see around corners. The government or whatever
seals off the area, the survivors make refuge like bandits, the others
made a mid evil area and has horses. (her home was in the sealed off
area)
